The Independent Policing Oversight Authority (IPOA) is a state Authority created under an Act of Parliament No.35 of 2011, with the mandate of holding the police accountable to the public in the performance of their functions.

2. Senior Investigations Officer – 10 positions

The Senior Investigations Officer will be responsible to the Director, Investigations through the Head of Investigations.
Responsibilities

  • Developing investigation/work plans for the cases allocated;
  • Undertaking investigations on allegations of misconduct, deaths and serious injuries to persons while in police custody, or which are the result of police action or inaction; or were caused by members of the National Police Service;
  • Leading investigations into cases undertaken by investigations teams;
  • Gathering and analysing evidence and organizing it in statements, sets of records and facts;
  • Gathering information and produce intelligence reports to inform investigations;
  • Recording of statements from complainants, witnesses and suspects officers;
  • Ensuring safe custody of all investigative records and evidence;
  • Attending post-mortems;
  • Documenting all investigations in concise, factual and timely manner;
  • Supporting prosecution process in court; and
  • Any other duties as may be assigned from time to time

Qualifications

  • Must be a citizen of Kenya.
  • Meets the requirements of Chapter six of the Constitution of Kenya.
  • Served for a minimum period of three (2) years in investigatory work in a national or international investigation agency at the grade of Investigation Officer or Forensic Auditor or four (4) years in a comparable and relevant position in the Public Service or Private Sector;
  • A Bachelor’s degree in any of the following disciplines: Criminal Justice, Criminology, Law, Political Science, Social Sciences or equivalent qualifications from a recognized institution;
  • A valid driving license;
  • Ability to use computer application;
  • Shown merit and ability as reflected in work performance; and
  • Demonstrable knowledge in investigation, forensic audit and human rights.

Required behavioural skills:

  • A candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
  • Ability to maintain confidence and trust regarding sensitive issues; and
  • Demonstrated professional competence, integrity and capability in work performance;

3. Senior Complaints Management Officer – 5 positions

The Senior Complaints Management Officer will be responsible to the Director, Complaints Management and Legal Services through the Head of Complaints Management.

Duties & Responsibilities

  • Coordinating receipt of complaints against and by the police and ensuring that necessary records of the same are made;
  • Supervising the screening and processing of all complainants;
  • Ensuring that complainants are attended to and advised on ways to resolve the complaints;
  • Assessing complaints to ensure documents in support of each complaint are submitted to the Authority;
  • Coordinating and supporting the Case In-take Committee to determine the admissibility of complaints received;
  • Implementing systems and processes for efficient processing and management of complaints against the police;
  • Monitoring complaints and ensuring that complainants are updated on the status of their complaints especially the ones referred to IAU for further action;
  • Coordinating the conduct of preliminary inquiries on complaints received and ensuring that police stations and other relevant agencies are contacted with the aim of obtaining information and requisite documentation;
  • Analysing and causing complaints to be referred to relevant agencies;
  • Assisting in the promotion of proactive resolution of complaints against the police through ADR;
  • Ensuring that data is received, uploaded and up-dated into the Complaints Investigations Management System(CIMS), ECM and other records;
  • Ensuring all correspondence and records are up to date and filed accurately in respective files;
  • Responding to inquiries by complainants and providing appropriate feedback;
  • Assisting in preparation of various department reports as and when required; and
  • Any other duty that may be assigned from time to time by the Authority.

Qualifications

  • Served for a minimum period of three (3) years in the grade of Complaints Management Officer I or for a period of six (6) years in Complaints services in the Public Service or Private Sector;
  • Bachelor’s degree in any of the following disciplines: Law, Criminology, Dispute Resolution, Psychology and other Social Sciences or equivalent qualifications from a recognized institution;
  • Certificate in computer application skills; and
  • Shown merit and ability as reflected in work performance and results.

  • Demonstrate high ethical standards;

4. Investigation Officer – 10 positions

The Investigations Officer will be responsible to Director, Investigations through the Head of Investigations. This is the entry grade for this cadre. An officer at this level will work under the guidance of a senior officer.

Duties & Responsibilities

  • Undertaking investigations on allegations of misconduct, deaths and serious injuries to persons while in police custody, or which are the result of police action or inaction; or were caused by members of the National Police Service;
  • Gathering and analysing evidence and organizing it in statements, sets of records and facts;
  • Gathering information and produce intelligence reports to inform investigations;
  • Recording of statements from complainants, witnesses and suspects officers;
  • Ensuring safe custody of all investigative records and evidence in liaison with the Monitoring and Inspections Directorate;
  • Conduct impromptu visits to stations during inspection tours to audit police investigations into complaints against the service;
  • Conducting undercover investigations and surveillance operations;
  • Carrying out sting operations especially where ongoing misconduct is reported to the Authority;
  • Attending post-mortems;
  • Documenting all investigations in concise, factual and timely manner;
  • Supporting prosecution process in court; and
  • Any other duties as may be assigned from time to time.

Qualifiactions

  • Must be a citizen of Kenya.
  • Meets the requirements of Chapter six of the Constitution of Kenya.
  • A Bachelor’s degree in any of the following disciplines: Forensic Science, Criminal Justice, Criminology, Law, Political Science, Human Rights, Social Sciences or equivalent qualifications from a recognized institution; and
  • Ability to use computer application;

5. Complaints Officer – 5 positions

Reports to the Head, Complaints Management.

Duties & Responsibilities

  • Receiving complaints against and by the Police and making necessary records of the same;
  • Screening and processing of all complainants;
  • Attending to and advising complainants on ways to resolve the complaints;

6. Inspections Officers – 5 positions

Reports to Head Inspections and Monitoring a work under the guidance of a senior inspections officer.
Duties & Responsibilities

  • Conducting inspection of police premises and detention facilities under the Control of the service;
  • Preparing timely and accurate inspection reports;
  • Conducting of thematic, impromptu and routine Inspections of Police premises in accordance with laid down regulations;
  • Providing rapid response action during eventualities;
  • Any other administrative and operational duties as assigned by the Director of Inspections and Monitoring from time to time.

Qualifications

  • Must be a citizen of Kenya.
  • Meets the requirements of Chapter six of the Constitution of Kenya.
  • Bachelor’s degree in any of the following disciplines: Law, Public Administration, Criminology & Criminal Justice, Sociology, Political Science, Human Rights, Social Sciences, recognized military or police degree or equivalent qualifications from a recognized institution; and
  • Excellent knowledge of relevant computer applications.
  • A candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
  • Demonstrate high ethical standards;

7. Database & Software Analyst

The Database and Software Analyst main responsibility is system development (80%) on Microsoft Dynamics CRM, integration, maintenance, user training and support with a quarter or about (20%) being spent on database management. The position will be responsible to the Head of ICT.

Duties & Responsibilities

  • Drafting software requirement documents after gathering user requirements;
  • Working closely with the systems and network engineers.
  • Actively  participate  in  project  lifecycle  activities  includingrequirements analysis, solution design, test plan development/execution, and deployment to production or live environment;
  • Monitoring and maintaining CRM integrations including technical troubleshooting of APIs and source/target integration points, Microsoft SharePoint setup and management with ability to develop CRM custom workflow assemblies and plug-ins;
  • Working collaboratively with end-users to troubleshoot, resolve dynamics CRM issues and execute end user training, acceptance testing as well as system’s technical and user documentation;
  • Implementing xRM solutions on the Microsoft Dynamics CRM 2013, 2015 or 2016 platform with entity, security model and web services engineering;
  • Database management on Microsoft SQL Server 2012/2014, performance tuning and connections, implementing disaster recovery strategies, database security, developing reports using reporting Services and structured query language (SQL) scripting;
  • Integrating Microsoft CRM forms, screens, workflows, plugins and views, workflows and reports around the customer needs to address functionality and usability gaps;
  • Resolving technical issues on Windows 2012/2016 servers

Qualifications

  • Must be a citizen of Kenya.
  • Meets the requirements of Chapter six of the Constitution of Kenya.
  • Bachelor’s degree in any of the following; Information Technology, Computer Science/Engineering, Business Information Technology or Computer Technology from a recognized institution;
  • Microsoft Dynamics CRM Certifications with experience is a MUST;
  • Extensive experience in SDLC (Software/System Development Life Cycle) methodologies with 2+ years of proven experience in the development and administration of the latest MS Dynamics CRM platform (On premise or Online);
  • 2+ years of experience using .Net development (VB.NET, ASP.NET, C# and SQL Server) and client-side technologies (JavaScript, HTML, CSS);
  • A good understanding of standard networking protocols and components such as: HTTP(s), DNS, TCP/IP, ICMP, VPN, Active Directory, High Availability and Load Balancing;
  • Experience in Public Key Infrastructure, IIS, Exchange, SRS and other related technologies to CRM;
  • Experience in Microsoft SQL Server 2012/2014 database management
  • Professional ICT qualifications including MCITP, CCNA and CISA are added advantages;
  • Microsoft SQL, MySQL database administration and Microsoft Dynamics Navision certification are added advantages;
  • A candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
  • Demonstrate high ethical standards

8. Senior Driver – 5 positions

Duties & Responsibilities
This will be the highest grade for this cadre. An officer at this level will be responsible to the Officer in charge of transport for the efficient and effective management of the driving function. Specific duties and responsibilities will entail:

  • Driving the organization’s vehicle as authorized;
  • Carrying out routine checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure, etc.;
  • Detecting and reporting malfunctioning of the vehicle systems;
  • Maintaining of work ticket (s) for vehicle (s)assigned;
  • Ensuring security and safety of the vehicle on and off the road and of the passengers and/or goods there in;
  • Administering first aid in the event of an accident;
  • Ensuring proper handing over of the vehicle;
  • Maintaining cleanliness of the vehicle(s);
  • Liaising with the transport officer to ensure that vehicles are regularly checked and maintained;
  • Supervising, guiding, coaching and mentoring other drivers.

Qualifications

  • Must be a citizen of Kenya.
  • Meets the requirements of Chapter six of the Constitution of Kenya.
  • Served in the grade of Driver II for a minimum period of three (3) years or five (5) years in a comparable and relevant position in the Public or Private sector;
  • Passed Occupational Trade Test I for Drivers conducted by the relevant Government Ministry/Department;
  • Valid driving license free from any current endorsement(s) for class(es) of vehicle(s) an officer is required to drive;
  • Defensive Driving Certificate from the Automobile Association (AA) of Kenya of its equivalent qualification from a recognized Institution;
  • Attended a Refresher Course for drivers lasting not less one (1) week at Kenya Institute of Highway and building Technology (KIHBT) or any other recognized institution;
  • First-Aid Certificate lasting not less than one (1) week from St. John Ambulance or Kenya Institute of Highway and Building technology (KIHBT) or any other recognized Institution;
  • A valid Certificate of Good conduct from the Directorate of Criminal Investigations (DCI); and
  • Demonstrated outstanding professional competence and integrity as reflected in work performance

9. Senior Clerical Officers – 5 positions

An officer at this level will carry out simple duties of clerical nature relating to the area of deployment such as in accounts and personnel offices, registry or in a general office services. Specific duties and responsibilities will entail:-
Duties & Responsibilities

  • Receiving, sorting, filing and dispatching letters;
  • Compiling statistical records;
  • Maintaining an efficient filing system;
  • Receiving receipts, invoices and related records and filing them accordingly;
  • Carrying out simple transactions related to accounts or human resource; and
  • Drafting simple routine correspondences.

Qualifications

  • Must be a citizen of Kenya.
  • Meets the requirements of Chapter six of the Constitution of Kenya.
  • Have Kenya Certificate of Secondary Education (KCSE) mean grade C-(minus) or equivalent qualification;
  • Passed either Kenya Accountants and Technicians Certificate (KATC) intermediate level, Kenya Administration and Management Examination (KAME), offered by Kenya Accountants and Secretaries National Examination Board (KASNEB), Certificate in Human Resource/Personnel Management or its equivalent qualification from a recognized institution; and
  • Certificate in computer application skills.

10. Principal Investigations Officer – 5 positions

The Principal Investigations Officer will be responsible to the Director, Investigations through the Head of Investigations.

Responsibilities

  • Planning and coordinating team activities;
  • Allocating team functions to individual team members and monitoring performance;
  • Assessing and prioritizing team workloads;
  • Supervising and coordinating available resources against workloads, managing team functions including cases from reception to final report writing, ensuring efficient workload;
  • Overseeing the day to day tasks and performance of the team members, coaching and mentoring team members, and identifying individual and collective training needs;
  • Gathering and presenting regular accurate updates to Head of Investigations;
  • Providing guidance and advice to team members on investigations function;
  • Auditing investigations files to ensure adherence to IPOA standards;
  • Liaising with other internal departments on investigations issues, external agencies such as ODPP, Judiciary and other actors in criminal justice administration;
  • Ensuring compliance with directorate and Authority objectives, policies, procedures, annual work plan and strategic plan;
  • Disseminating and implementing Directorate’s decisions;
  • Leading and conducting investigations into major cases and public interest cases;
  • Any other related duties as may be assigned to you by Management from time to time.

Qualifications

  • Must be a citizen of Kenya.
  • Meets the requirements of Chapter six of the Constitution of Kenya.
  • Served for a minimum period of three (3) years in the grade of Senior Investigations Officer or nine (9) years in a comparable and relevant position in the Public Service or Private Sector;
  • A Bachelor’s degree in any of the following disciplines: – Forensic Science, Criminal Justice, Criminology, Law, Social Sciences or equivalent qualifications from a recognized institution;
  • Registered with a relevant Professional Body where applicable;
  • Shown merit, integrity and ability as reflected in work performance and results;
  • Strong managerial skills, including motivating, developing, coaching and leading teams;
  • Training in senior management course lasting not less than three (3) weeks from a recognized institution will be an added advantage.

Required behavioural skills:

  • A candidate must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
  • Ability to maintain confidence and trust regarding sensitive issues.

11. Regional Office Coordinator

The Regional Office Coordinator will be responsible to the Chief Executive Officer through the Director in charge of the regional office.

Responsibilities

  • Coordinating all the activities at the regional office, ensuring high-performance levels in all operational areas;
  • Providing leadership, guidance, coaching and mentoring regional office team members and identifying individual and collective training needs;
  • Effective and efficient management of resources- human, physical and financial at the regional office;
  • Building an effective team, maintaining staff discipline and work culture project a positive image of the Authority to the public at all times;
  • Ensuring accountability, integrity and transparency in the usage of funds advanced through standing imprests. The funds SHOULD be utilized for the intended and authorized;
  • Auditing regional office files and records to ensure adherence to IPOA standards;
  • Liaising with the Head Office (HO) and seeking guidance/clarification at all times;
  • Liaising with Directors/Heads of departments on regional office issues, and seeking guidance/clarification at all times, external agencies such as ODPP, Judiciary and other actors in criminal justice administration;
  • Ensuring compliance with the Authority objectives, policies, procedures, annual work plan and strategic plan;
  • Disseminating and implementing Authority’s decisions at the regional office;
  • Holding weekly staff meetings. Minutes to be prepared, signed and dispatched to the HO for the attention of Director in-charge of the office;
  • Preparing and submitting monthly reports to the HO. Reports to include: number of complaints received during the monthly and cumulative number, number of cases under investigations and progress, monthly expenditure, and any other related matters;
  • Attending Management meetings on quarterly basis, or as may be required during which you will be expected to present a quarterly report;
  • Any other related duties as may be assigned to you from time to time

Qualifications

  • Must be a citizen of Kenya.
  • Meets the requirements of Chapter six of the Constitution of Kenya.
  • Served for a minimum period of three (3) years in the grade of either Senior Legal/Security/ Investigations/Inspections/Monitoring Officer for a period of twelve (9) years in Legal/Security/Investigations/ Inspections or Monitoring services, three (3) of which must have been in a management level in the Public Service or Private Sector;
  • A Bachelor’s degree in any of the following disciplines: – Forensic Science, Criminal Justice, Criminology, Law, Social Sciences or equivalent qualifications from a recognized institution
  • Registered with a relevant Professional Body where applicable; Certificate in computer application skills;
  • Certificate in either Corporate Governance or Strategic Leadership Programme from a recognized institution will be an added advantage.
  • Candidates must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
  • Demonstrate impartiality, discretion, tact and good firm judgement; Strong analytical skills and critical thinker;
