NATIONAL CRIME RESEARCH CENTRE

VACANCY ANNOUNCEMENT
The National Crime Research Act, Chapter 62, Laws of Kenya established the National Crime Research Centre (NCRC), which is a State Corporation under the Office of the Attorney General & Department of Justice.
The objects of the Centre are to carry out research into the causes of crime, and its prevention and to disseminate research findings and recommendations to agencies of Government concerned with the administration of criminal justice with a view to assisting them in their policy formulation and planning.
The Centre seeks to recruit competent and highly motivated Kenyans to fill the following positions on permanent and pensionable terms of service.

Position:  Senior Research Officer (NCRC 5)                (2) Posts
(a)        Duties and Responsibilities
Under the Supervision of the Principal Researcher, the officer will be performing the following duties:-
(i)           In  charge of a research section at the centre;
(ii)          liaising with other research sections within the centre to ensure standard of research are in line with policy guidelines;
(iii)        develop research proposals and submit to divisional heads for discussions and approval;
(iv)        representing the section in divisional meetings;
(v)          develop work plans and supervise staff in the section;
(b)  Qualifications
For appointment to this grade, an appointee must have:-
(i)           served satisfactorily in the grade of Research Officer I for a minimum period of three (3) years or equivalent position;
(ii)          A Bachelor degree in either Sociology, Criminology, Psychology  or any other relevant qualification from a recognized institution;
(iii)        A masters degree in a relevant discipline from a recognized institution;
(iv)        Certificate of competence in Word Processing (MS Word, WordPerfect), Spreadsheet (Ms Excel, Lotus), Operating Systems (Windows), Database management (Ms Access, d-base, Oracle, Sequential Query Languages – SQL), Desktop Publishing (PageMaker, Photoshop) and Statistical Packages (SPSS) from recognized institutions;
(v)          Demonstrated a high standard of competence and administrative ability in research.
(vi)          Statistical experience in data coding, research methodology with experience in IT methodology is an added advantage.

Position: Legal Officer I (NCRC 6)                                (1) Post
(a)     Duties and Responsibilities
Under the Supervision of the Senior Legal Officer, the officer will be performing the following duties:-
(i)           Administration of legal matters in the Centre.
(ii)          Facilitate the implementation of the Provisions of all the legislations administered by the Centre.
(iii)        Providing legal advice.
(iv)        Undertaking Research on all legal matters.
(v)          Compilation of legal reports.
(vi)        Attending court on behalf of the Centre.
(b)     Requirements for Appointment
For appointment to the grade of a Legal Officer I, the candidate must have:
(i)           A Law degree or its equivalent from a recognized institution;
(ii)          A diploma from the Kenya School of Law.
(iii)        Admission to the Roll of Advocates
(iv)        A current practicing certificate
(v)          Served for three (3) years as Legal Officer II or in equivalent position.

Position: Corporate Affairs Officer II – (NCRC 6)                  (1) Post
(a)        Duties and Responsibilities
An officer at this level will be answerable to the Senior Public Communications Officer. Specifically, duties and responsibilities at this level will entail:-
(i)           Gathering information on programmes and significant events;
(ii)          Editing stories on topical issues in a specific sectoral area;
(iii)   Liaising with media practitioners and the public on issues of mutual concern, scheduling interviews with Government officials and managing assigned projects and programmes under the guidance of the head of the Unit/Section;
(iv)     Developing and publishing in-house newsletters.
(v)     Initiating the preparation of press releases, media liaisons, conferences, supplements and press briefs on the Centre’s programmes and activities;
(vi)Initiating the planning and implementation of the strategic corporate and public relations;
(vii)       Liaising with the advertisers on marketing communications initiatives in the promotion of a positive image of the Centre;
(viii)      Assisting the management to realize strong PR Centre related activities like launches and external sporting support;
(b)        Requirements for Appointment
For appointment to the grade of corporate officer II, a candidate must have:
(i)   A Bachelors degree in any of the following discipline: Mass Communication, Communication Studies, Journalism, Public Relations, Social Sciences or any other approved equivalent qualifications from a recognized University/Institution;
(ii)          Excellent oral and written communication skills in both English and Kiswahili; and
(iii)         A Certificate in Computer Applications from a recognized institution from a recognized institution

Position: Research Officer I (NCRC 6)                          (4) Posts 
(a)   Duties and Responsibilities
Under the Supervision of the Principal Research Officer, the appointee will be performing the following duties:-
(i)           Planning, co-coordinating and monitoring research projects in the unit.
(ii)          Appraising staff.
(iii)         Provision of source information  for research work
(iv)         Undertaking Research
(v)           Leading  research teams
(vi)         Writing research reports and presentation to the section heads
(vii)        Any other related duties assigned.
(b)   Qualifications
For appointment to this grade, the candidate must have:-
(i)           Served satisfactorily in the grade of Research Officer II for a minimum period of three (3) years or its equivalent.
(ii)       A Bachelor degree in either Sociology, Criminology, Psychology  or any other relevant qualification from a recognized institution
(iii)        A postgraduate qualification.

Position: Documentation Officer II – GRADE (NCRC 7)                   (1) Post
(a)  Duties and Responsibilities
Under the supervision of Documentation Officer I, the appointee will be performing the following duties:-
(i)           Management of library and documentation services.
(ii)          Implementation of library wok programs.
(iii)        Direction, control and coordination of staff.
(iv)      Selection and procurement of information and other library materials in consultation with relevant staff of the Centre.
(v)      Issuing publications to library clients and keeping statistics of borrowed publications.
(vi)        Cataloguing and classification of all information materials.
(vii)       Development of library/documentation centre’s catalogue in its various forms either manual or automated in order of author, subject, title, or classified and the completion of user subject profiles to enable efficient dissemination of information.
(b)  Qualifications
For appointment to this grade, the candidate must have;

  1. i) A Bachelors degree in library and information technology studies or its equivalent from a recognized university or institution and be computer literate.
  2. ii) Experience in documentation/library services management, Knowledge and experience in the field of research is an added advantage.

Position:    ICT Officer I (NCRC 6)                                (1) Post
(a)   Duties and Responsibilities
Under the supervision of a Senior ICT Officer, the officer will perform the following duties:-
(i)           Writing and testing computer programmes.
(ii)     Assisting in the implementation of the computer systems and providing user support.
(iii)        Facilitating and assisting in the training of computer system users.
(iv)        Designing, scheduling and managing training for users.
(v)          Carrying out programming and system training for the users.
(vi)   Compiling overall systems documentation and ensuring adherence to system documentation standards for system development.
(b)  Qualification
For appointment to this grade, the candidate must have;
(i)           At least a Bachelors degree in computer science, mathematics, economics, statistics, commerce, and physics in all cases with bias in computer science or its equivalent from a recognized university
(ii)          Successfully completed a postgraduate diploma course in information technology or its equivalent from a recognized institution.
(iii)        Served in the grade of ICT Officer II or an equivalent position for at least three (3) years.
(iv)        Knowledge and experience in the field of research.

Position:   ICT Officer II (NCRC 7)                              (1) Post
(a)   Duties and Responsibilities
Under the supervision of an ICT Officer I, the appointee will perform the following duties:-
(i)           Write and test computer programmes.
(ii)          Assist in the implementation of the computer systems and providing user support.
(iii)        Facilitate and assist in the training of the computer systems users.
(b)   Qualification
For appointment to this grade, the candidate must have;
(i)           At least a Bachelors degree in computer science, mathematics, economics, statistics, commerce, and physics in all cases with bias in computer science or its equivalent from a recognized university.

Position: Driver I (NCRC 9)                                          (2) Posts
(a)   Duties and Responsibilities
(i)           Operate the vehicle and detect and report common faults.
(ii)          Keep the vehicle clean.
(iii)        Carry out minor repairs including oiling and greasing.
(iv)        Maintain the work ticket for vehicles assigned to him.
(v)          Ensure safety of the vehicle on and off the road.
(vi)        Ensure he has possession of all the requisite documents for any specific journey.
(vii)       Collect and deliver mail.
(b)     Qualification
For appointment to this grade, the candidate must have;
(i)           Adequate knowledge of the Highway Code.
(ii)          At least three (3) years driving experience.
(iii)        Possession of a PSV certificate.
(iv)        At least a mean grade C- in the Kenya Certificate of Secondary Education or its recognized equivalent
(v)          Shown merit and ability in driving and simple maintenance of a vehicle for at least three (3) years in the grade of Driver II Grade 10 or its equivalent.
(vi)        Passed the Kenya Government Occupational Test grade II.
(vii)       A certificate of good conduct.
In addition:
(viii)      A valid driving license free from any current endorsement(s) for the Class(es) of vehicle (s) the officers is required to drive;
(ix)        Defensive driving certificate from the Automobile Association of Kenya (AA) of Kenya or its equivalent qualification from recognized institution.
(x)          Attended a refresher course for drivers lasting not less than one (1) week within every three (3) years at Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;
(xi)        Attended a first Aid Certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT
NOTE:   Salary for each grade is commensurate with NCRC Salary Structure.
