The National Council for Population and Development is a Semi-Autonomous Government Agency in the National Treasury and Ministry of Planning. The Council seeks to fill the following vacant positions.

1. Deputy Director ā€“ Planning, Budgeting & Resource Mobilization

The jobholder will report to the Director Corporate Services.
Deputy Director Planning & Budgeting Job Responsibilities

  • Coordinate and steer Population and Development Projects / Programme Planning and Performance Contracting at NCPD including the development of Annual Work Plans, Performance Contracts and preparation of quarterly and annual work progress reports for submission to relevant authorities
  • Coordinate strategic planning of the Council
  • Advise/guide on strategic direction of the Council
  • Planning development and implementation of the corporate strategic framework
  • Oversee monitoring and evaluation of the Councilā€™s corporate activities
  • Recommending short-term and long range development plans and programs that support the organizationā€™s values, mission and general objectives.
  • Ensure proper planning including goal setting, strategy identification, benchmarking and evaluation to support development.
  • Oversee Quality Management Systems, ISMS and other standards in the Council
  • Providing advisory support to other divisions on planning process
  • Coordinate market research
  • Monitor implementation of Councils Corporate policies
  • Develop resource mobilization strategies

Deputy Director Planning & Budgeting Job Qualifications
For appointment to this post a candidate must at least be;

  • A holder of Masterā€™s Degree in Economics, Project Management; MBA ā€“Strategic Management Option or equivalent;
  • Be a holder of a Bachelorā€™s Degree in Social Science, Business Management; Public Health / Demography or equivalent;
  • Candidates who have attended a Strategic Leadership Development Programme/Course lasting not less not than four (4) weeks or its equivalent will have an added advantage;
  • Have a total of at least 9 years of experience with at least 5 years at managerial level.
  • Be a member of a relevant professional body;
  • Be Proficient in Microsoft Office applications

2. Chief Public Relations Officer

The job holder will report to the Director General.
Job purpose

The jobholder is responsible for

  • Provision of leadership in strategic communication for the creation of suitable environment for the attainment of NCPD mandate
  • Provision of leadership in the development and implementation of NCPD Corporate Communication Policy and Strategies.
  • Maintenance of continued vigilance over issues that may affect the image of the Council
  • Advise the Council on strategies to create and maintain appropriate relations and protocols

Responsibilities for theĀ Chief Public Relations Officer Job

  • Overseeing the coordination and management of all the Public Relations functions of Council
  • Development of the Council Public Relations Work plan and budget;
  • Advise Council on appropriate strategies and standards for communicating with stakeholders
  • Advise Council on matters of creating and maintaining positive visibility
  • Maintain liaison with mass media on behalf of Council
  • Work with media outlets to publish timely Council information, such as press releases, brochures, and other materials.
  • Direct implementation of social media strategies.
  • Oversee electronic and social media communication.
  • Oversee publishing of videos and photography on NCPD website and other avenues.
  • Organize for documenting NCPD events such conferences, and speaking engagements.
  • Direct information campaigns and marketing NCPD brand with external stakeholders and the media across all communications channels and vehicles.
  • Collaborate with technical divisions to develop advertising, marketing and promotion plans

Chief Public Relations Officer JobĀ Qualifications
For appointment to this post a candidate must at least;

  • Be a holder of Masterā€™s degree in Public Relations, Communication or Management;
  • Be a holder of Bachelorā€™s Degree in Social Sciences;
  • Be a Member of Public Relations Society of Kenya or any other relevant professional body.
  • Have Seven (7) years of relevant work experience, five (5) of which must be at managerial level;
  • Be Proficient in Microsoft Office applications.
  • Candidates who have attended a Senior Management Course or its equivalent lasting not less than four (4) weeks or its equivalent will have an added advantage.

3. Senior Population Programme Officer

Senior Population Programme Officer Job Responsibilities:-
Research, Policy Planning and Development Division
Duties and Responsibilities in this division will entail:-

  • Undertaking research on population issues;
  • analysis of Research documents prepared by stakeholders and development of research papers;
  • Implementation and updating of National Population Policy;
  • Development of Policy briefs; and data entry and analysis.

Programme Coordination and Monitoring Division
Duties and Responsibilities in this division will entail:-

  • Collecting, receiving and analyzing programme data and assessing their impact on population issues;
    formulating and appraising project proposals;
  • developing annual and quarterly work plans; assisting in coordinating international and regional programmes; and developing Plans of Action.

Communication, Advocacy and Public Education Division
In this Division the officer will assist in the development of Information, Education and Communication (IEC) population messages and materials; development of advocacy materials; dissemination of information to the public through publications, barazas. Newsletter, mass media, electronic media, Public Shows and exhibitions, conferences etc,; and participate in carrying out advocacy for support of population programmes.
Qualifications for theĀ Senior Population Programme Officer Job

  • Masterā€™s degree in Population Studies /Demography /Applied Research/Social Statistics /Economics
    Or Masters in Social Science with postgraduate Diploma in Population Studies/Demography
  • Bachelorā€™s degree in relevant field
  • Be a member of a relevant professional body;
  • A total of at least 5 yearsā€™ experience and 3 years in supervisory level.
  • Proficiency in computer applications (Statistical packages)
  • Candidates who have attended a Senior Management Course or its equivalent lasting not less than four (4) weeks or its equivalent will have an added advantage.

4. Corporation Secretary

The Corporation Secretary will be reporting to the Board through the Director General.
Job Purpose:Ā The job holder is responsible for providing guidance to the Board on their duties and responsibilities and on matters of governance.
Duties and Responsibilities for theĀ Corporation Secretary Job

  • Responsible for organizing Board induction and training
  • Updating the Board and Committee charters
  • Preparation of Board work plans
  • Coordinating Board Evaluation
  • Coordinating governance audit
  • Implementation of the code of conduct and ethics
  • Responsible for timely preparation and circulation of Board and Committee minutes
  • Custodian of the seal of the Council and account to the Board for its use
  • Maintain and update the register of conflicts of interests
  • Ensure the Board members are aware of all relevant laws affecting the organization
  • Facilitate effective communication between the Council and stakeholders
  • Filling annual reports with relevant authorities.
  • Responsible for circulating Board and Committee papers in advance of any meeting.
  • Proofreading all Council contracts
  • Attending to legal matters affecting the Council

Corporation Secretary Job QualificationsĀ 
For appointment to this post a candidate must at least be;

  • A holder of Bachelorā€™s degree and masters in Law from a recognized University
  • Have Certified Secretary qualifications;
  • Hold Post Graduate Diploma in Law from a recognized body,
  • Be an advocate of the High Court of Kenya;
  • Have at least Seven (7) years of experience in a reputable law firm;
  • Be a member of the Institute of Certified Secretaries
  • Be proficient in Ms. Office applications;
  • Candidates who have attended a Strategic Leadership Development Programme/Course lasting not less than four (4) weeks or its equivalent will have an added advantage;
