Massive Recruitment at Ministry of Defence – 104 Positions

The Ministry of Defence is at Ulinzi House off Lenana Road in Nairobi. The Ministry is headed by the Cabinet Secretary who is responsible to the President and Commander – in – Chief on matters of policy. The Cabinet Secretary is appointed by the President and chairs the Defence Council which is responsible for the overall control and direction of the Kenya Defence Forces.

1. Clerical Officers – 8 positions

JOB GROUP ‘F’
Basic Salary: Ksh. 15,620 – 19,160 p.m
(Job, Group “F”)
House Allowance: Depending on area of deployment
Commuter Allowance: Ksh 3,000

Terms of Service: Permanent & Pensionable.
Duties
This is the entry and training grade for the Clerical Cadre. Work at this  level will be carried out under close supervision and guidance of a more  senior officer and will be subject to regular checks and verification.
Officers  at this level will be deployed in the HRM Unit, general registry, supplies,  accounts office or general office services.
Specific duties will include

  • compiling statistical records; sorting, filing and dispatching letters;
  • maintaining an efficient filing system; processing appointments,
  • promotions, discipline, transfers and other related duties in human resource  management;
  • computation of financial or statistical records based on
  • routine or special sources of information; preparing payment vouchers;
  • compiling data and drafting simple letters.

Job Requirements
For appointment to this grade, a candidate must be in possession of:

  • Kenya Certificate of Secondary Education (KCSE) mean grade C – or its approved equivalent; and
  • Proficiency in computer applications.

 

2. Panel Beater – 4 positions

Basic Salary: Ksh. 14,490 – 16,250 p.m. (Job, Group “E”)
House Allowance: Depending on area of deployment
Commuter Allowance: Ksh 3,000
Leave Allowance: (Once yearly) Ksh 4,000
Terms of Service: Permanent & Pensionable.
This is the entry and training grade for this cadre and the officer will work under the supervision and guidance of a senior officer.
Duties

  • basic removing of dents on vehicle and plant body parts,
  • gas welding,
  • soldering,
  • brazing,
  • replacement of vehicle body parts,
  • straightening of chassis, repair
  • of radiators and exhaust pipes.

Job Requirements
For appointment to this grade, the candidate must have:-

  • Kenya Certificate of Secondary Education (KCSE) mean grade D+ or its equivalent from a recognized institution;
  • Artisan National Trade Test Certificate Grade III/apprentice Certificate awarded by the Directorate of Industrial Training or its equivalent and relevant qualification from a recognized institution.

3. Welder – 4 positions

This is the entry and training grade for this cadre and the officer will work under the supervision and guidance of a senior officer.
Duties entail use of basic arc and gas welding, metal cutting, marking out work pieces and cleaning of work place.

For appointment to this grade, the candidate must have:-

  • Kenya Certificate of Secondary Education (KCSE) mean grade D+ or its equivalent from a recognized institution; and
  • Artisan National Trade Test Certificate Grade III/apprentice Certificate awarded by the Directorate of Industrial Training or its equivalent and relevant qualification from a recognized institution.

4. Draughtsman

JOB GROUP ‘H’
Basic Salary: Ksh. 22,380 – 27,680 p.m. (Job, Group “H”)
House Allowance: Depending on area of deployment
Commuter Allowance: Ksh 4,000
Leave Allowance: (Once yearly) Ksh 4,000
Terms of Service: Permanent & Pensionable.
This is the entry grade for this cadre.
Duties

  • level will involve preparation of circuit diagrams;
  • scale elevations;
  • drawing of figures; physical development plans for towns from sketches;
  • charts and maps;
  • drafting of simple regional plans from basic data and sketches;
  • checking and confirmation of plans status and reproduction of graphics by means of photographic or other printing process;
  • calculation of areas using planimeter and scales under the guidance of an experienced Draughtsman.

Job Requirements
For appointment to this grade, a candidate must:

  • Be in possession of Kenya Certificate of Secondary Education (KCSE), mean grade C plain, with at least a C in English, Mathematics, Physics/Physical Science, Geography, Technical Drawing or its approved equivalent
  • Diploma in Building, Cartography, Physical Planning, Electrical/Electronics, Civil, Mechanical Engineering or its equivalent qualification from a recognized institution.

5. Spray Painter – 4 positions

JOB GROUP ‘E’ – 4 POSTS
Basic Salary: Ksh. 14,490 – 16,250 p.m. (Job, Group “E”)
House Allowance: Depending on area of deployment
Commuter Allowance: Ksh 3,000
Leave Allowance: (Once yearly) Ksh 4,000
Terms of Service: Permanent & Pensionable.
This is the entry and training grade for this cadre and the officer will work under the supervision and guidance of a senior officer.
Duties entail basic spray-painting and maintenance of spray-painting tools and cleaning of the workplace

Job Requirements

For appointment to this grade, the candidate must have:-

  • Kenya Certificate of Secondary Education (KCSE) mean grade D+ or its equivalent from a recognized institution; and
  • Artisan National Trade Test Certificate Grade III/apprentice Certificate awarded by the Directorate of Industrial Training or its equivalent and relevant qualification from a recognized institution.

6. Mechanical Engineer – 10 positions

This will be the entry grade for the Cooks cadre. An officer at this level will be on job training and will carry out duties under the supervision of a senior officer.
Duties for the Cook Job

  • preparation of raw foods for cooking;
  • cleanliness of equipment used in production;
  • maintaining hygiene by ensuring cleaning of the kitchen and its surroundings
  • setting up and preparing equipment for  use in food preparation and production
  • alerting the supervisor of any defective equipment.

 

9. Tailor – 10 positions

JOB GROUP ‘E’
Basic Salary: Ksh. 14,490 – 16,250 p.m. (Job, Group “E”)
House Allowance: Depending on area of deployment
Commuter Allowance: Ksh 3,000
Leave Allowance: (Once yearly) Ksh 4,000
Terms of Service: Permanent & Pensionable.
This is the entry and training grade for this cadre and the officer will work  under the supervision and guidance of a senior officer.

Duties for the Tailor Job

  • stitching
  • threading and needlework on work pieces
  • cleaning of workplace and machines.

Job Requirements
For appointment to this grade, the candidate must have:-

  • Kenya Certificate of Secondary Education (KCSE) mean grade D+ or its equivalent from a recognized institution; and
  • Artisan National Trade Test Certificate Grade III/apprentice Certificate awarded by the Directorate of Industrial Training or its equivalent and relevant qualification from a recognized institution.

 

10. Waiter Assistant – 5 positions

JOB GROUP ‘E’
Basic Salary: Ksh. 14,490 – 16,250 p.m. (Job, Group “E”)
House Allowance: Depending on area of deployment
Commuter Allowance: Ksh 3,000
Leave Allowance: (Once yearly) Ksh 4,000
Terms of Service: Permanent & Pensionable.
Duties
This will be the entry grade for the Cooks cadre. An officer at this level will be on job training and will carry out duties under the supervision of a senior officer.
Duties will include:

  • cleaning floors and windows within the service area;
  • cleaning glass ware, cups, trays and cutlery;
  • wiping and arranging furniture in the restaurant;
  • carrying out table set-up; wiping cutlery and glass ware;
  • assisting in food and beverage service.

Job Requirements
For appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education (KCSE) mean grade ‘D’ plain or its equivalent qualification from a recognized institution; and
  • Craft Certificate in Food and Beverage Production, Sales and Service or its  equivalent qualification from a recognized institution;
  • have attended a formal course lasting not less than two (2) months in Food and Beverage Sales and Service organized by the Kenya Utalii College or other recognized institution.

11. Senior Support Staffs – 30 positions

JOB GROUP ‘D’
Basic Salary: Ksh. 13,510 – 15,030 p.m (Job, Group “D”)
House Allowance: Depending on area of deployment
Commuter Allowance: Ksh 3,000

12.Financial Management Specialist

V/NO.7/2017
Remuneration: Negotiable
Terms of Service: One (1) year Contract
Reporting and location: The Consultant will be based at State Department of Fisheries and the Blue Economy offices in Nairobi and will report to Acting Director General (Project Coordinator) and work closely with the World Bank Team for guidance and advice.

Job Requirements

For appointment to this grade, a candidate must have:

  • Membership with professional bodies such as ICPAK, ACCA, CIMA.
  • Masters degree in Finance, Accounting, Auditing, Public Financial Management or Business Administration.
  • At least 10 years experience in Financial Management, Pubic Finance Management, Public Administration, Business Administration, Organizational Development, Economics, Public Finance Management or related fields;
  • Bachelors degree in any relevant discipline; Finance, Accounting, Business Administration or Financial Management;
  • At least (5) years of demonstrated work experience as a Technical Advisor in Financial Management;
  • Must have good knowledge of Financial Management policies and procedures of the GoK, Multilateral Financial Institutions (e.g. the World Bank) and development co-operation agencies; as well as good knowledge of the institutional, technical, and commercial aspects of financial management;
  • Excellent skills in project management demonstrated in previous jobs;
  • Proven track record in working effectively within multidisciplinary teams;
  • Computer proficiency in standard office applications (Spread sheets, word processing, Internet Explorer), excellent communication, interpersonal and team working skills; and
  • Fluency in English.

Duties

The Financial Management Consultant will provide support to the Finance and Administration department of KEMFSED, to ensure that throughout KEMFSED implementation there are adequate financial management systems in place both at HQ, sub-national levels and at MDAs (where relevant) and that the KEMFSED is adhering to the PFM stipulations made in the PFM Act 2012.
Specific duties and responsibilities will include:

  • Maintaining and operating the WB projects designated account and making payments to contractors and service providers and verifying and authorizing payments for all activities under the project;
  • Working closely with the Principal Accountant Controller (PAC) to oversee and guarantee compliance with financial covenants such as submitting quarterly Interim Unaudited Financial Reports (IFRs), maintaining internal controls over projects expenditure and engaging external auditors;
  • Facilitating the training of staff members and other stakeholders on World Bank policies and procedures;
  • Preparing a financial management manual, establishing chart of accounts and having a computerized accounting system installed to carry out activities in accordance with the agreed procedures and provisions of the WB Loan/Grant Agreement, and the national laws and regulations;
  • Maintaining proper accounting records and preparing financial statements that provide true and fair view and are in compliance with the WB Financial Accounting, Reporting and Audit Handbooks;
  • Maintaining the projects bank accounts, organizing the process disbursements of amounts from the Loan/Grant account and replenishment;
  • Ensuring a proper management and disbursement of projects funds following a sound accounting, budgeting, financial control and audit procedures acceptable to the World Bank Group and the Government of Kenya;
  • Managing and maintaining designated and operation accounts and their reimbursements;
  • Together with the Project National Coordinator and the Teams within the KEMFSED, preparing the project’s budget;
  • Preparing monthly, quarterly and annual financial reports for the Project National Coordinator and arranging timely financial information for internal and external; audits of project accounts;
  • Ensuring that all project transactions are booked timely and accurately;
  • Preparing all request for payments;
  • Preparing withdrawal applications and their supporting documents according to the World Bank procedures;
  • Maintaining contracts signed under the project and execution of payments under such contracts;
  • Reconciling World Bank Disbursements and SOE records to projects accounting records;
  • Carrying out control and filing of all payment documents, invoices and other financial documents relating to project transactions;
  • Ensuring that all documents are kept in safe custody and are readily made available to the independent auditor and World Bank Supervision Missions for examination;
  • Facilitating the audit of project accounts by independent auditors
  • Taking prompt remedial action in respect to irregularities detected by the Auditor or World Bank;
  • Ensuring implementation and compliance with the provisions of the legal agreements between the GoK and WB and with the Project Implementation Manual;
  • Cooperating with World Bank, Government and other partners to improve project financial management, particularly in terms of following up the action points agreed in the project legal documents, during the World Bank supervision missions and the recommendations of external auditors; and
  • Providing the Auditor with access to copies of all the necessary documentation, information and supporting materials.
