Mombasa County is one of the 47 Counties of Kenya. Its capital and the only city in the county is Mombasa. Initially, it was one of the former Districts of Kenya but in 2013 it was reconstituted as a county, on the same boundaries. The Mombasa County Public Service Board is pleased to announce the following sixty (60) internship vacancies in the following departments for a minimum period of six (6) months.

9. Assistant Director – Counter Terrorism, De-Radicalization And Violent Extremism

Job Description
JOB GROUP “P” ONE (1) YEAR CONTRACT, RENEWABLE
Job Description
The officer will be responsible to the Chief officer- Office of the Governor for the coordination of counter terrorism, de-radicalization and violent extremism function in the office of the Governor. Specific duties will include:

  • Coordinating collection and collation of information on radicalization and Violent Extremism (VE) in the County;
  • Advising the County on the implementation of the National Strategy for Countering Violent Extremism;
  • Coordinating development of strategies and the action plan for Countering Violent Extremism in the county in liaison with National Government, and other stakeholders;
  • Collaborating with learning institutions and other interested parties to undertake research on countering radicalization and VE in the County;
  • Creating fora for information gathering and sharing on countering radicalization and VE with other relevant stakeholders;
  • Ensuring county participation in the Strong Cities Network and implementation of its recommendations;
  • Partnering with faith based organizations to develop and support programs to address the ideology that drives radicalization;
  • Ensuring awareness creation and sensitization of local communities on the effect of countering radicalization and VE;
  • Ensuring integration of the CVE agenda in the CIDP and in the annual departmental plans;
  • coordinating resource mobilization in support of County countering radicalization and VE programs; and
  • Generating and submitting reports on County CVE and radicalization programs to relevant stakeholders.

Job Specifications
For appointment to this position, the candidate must have:

  • Bachelor’s Degree/Diploma in any of the following disciplines: International Relations and Diplomacy, Peace and Conflict Studies, Business Management/Administration, Sociology, Criminology, Anthropology, Laws, Religious Studies or any equivalent qualification from a recognized institution;
  • Served for a in a public office for a minimum of (3) Years and General experience of 10 years
  • Met the requirements of Chapter Six of the Constitution;
  • Impeccable managerial, communication, negotiation and interpersonal skills;
  • Ability to work strategically and collaboratively across departments;
  • Been effective, versatile and action oriented; (vii) Demonstrate high degree of professional competence and ability in managing functional areas within the Office of the Governor.
  • Demonstrate a thorough understanding of national and county goals, policies, objectives and ability to relate them to the Mombasa Vision 2035.

10. Assistant Director Strategy And Development Unit

(a) Job Description The officer will be responsible to the Chief officer- Office of the Governor for the coordination of the Strategy and Development Unit in the office of the Governor. Specific duties will include: i. Coordinating the Governors Strategic Advisory unit for purposes of alignment of County plans and policies with the laid down County agenda. ii. Coordination of development of strategies in matters of special interest to the County and emerging issues in liaison with the relevant departments. iii. Collaborating with other stakeholders and reporting status of the Governor’s manifesto implementation to the Strategy development unit in the office of the Governor. iv. Coordination of the multi sectoral approach for the seamless execution of Governance functions. v. Coordinating the review of legislative drafts from the County Assembly and give recommendation before accent by the Governor. vi. Monitor and ensure that the Government agenda is well executed and communicated effectively. vii. Coordinate the SDU Team in analyzing and advising the Governor in all matters that need his attention in ensuring devolution brings full benefits to the people of Mombasa. (b) J

11. Assistant Director Monitoring And Evaluation

 Job Description

The officer will be responsible to the Chief of Staff for the overall Monitoring and Evaluation of County Development agenda in the office of the Governor.
Specific duties will include:

  • Develop monitoring and impact indicators for the County Delivery Unit
  • Monitor and evaluate overall progress on achievement of county strategic targets and report the same to the Strategic Development Unit
  • Recommend improvements in departmental monitoring and evaluation framework
  • Liaise with the relevant internal stakeholders in the compilation of the overall development status report to be tabled by the Governor at the County Assembly
  • Facilitating the development of monitoring and evaluation on an e-platform. Formation of a dashboard to enable timely monitoring of projects
  • Measuring the sustainability of the project results and reporting on the same to the internal stakeholders. vii. Conduct an annual evaluation of service delivery and development effect on socio-economic development of the residents and advise on the priorities to be considered

  • Bachelor’s Degree in any of the following disciplines: Business Management/Administration, Statistics, Economics, or any equivalent qualification from a recognized institution;
  • Served for a minimum period of five (5) years in a relevant field in the public or private sector;

12. Chief Human Resource Officer, Staff Welfare, Benefits Administration & Industrial Relations

Duties & Responsibilities:

  • Provide advice on best HR practices on employee welfare matters. Advise on employment relations and welfare, staff remuneration and benefits administration.
  • Advise on development of good and reliable grievance procedures/mechanisms.
  • Plan and attend grievance meetings. Handle all union matters and foster good employee and industrial relations, peaceful and harmonious coexistence.
  • Participate in collective Bargaining agreements in preparation for arbitration and negotiations as needed.
  • Advise as appropriate on staff benefits, compensation and salary administration issues.
  • Advise on all important welfare matters that includes medical schemes, personal insurance covers, statutory requirements and related issues e.g. NHIF, NSSF, WIBA and OSHA.
  • Plan and coordinate welfare activities like sporting events, end of years events e.t.c
  • Qualifications & Experience:
  • Must have a Bachelor’s degree in Human Resource Management, Business administration, Social Science or an equivalent from a recognized university.
  • Must have a Higher Diploma in Human Resource Management
  • Must be proficient in Microsoft Office packages.
  • Previous Oracle/HRIS is desirable.
  • Served as a Senior Human Resource Management Officer or in a comparable and relevant position in the Public Service for a minimum of Three (3) years.

13. Accountant I – 3 positions

Duties & Responsibilities:

  • Compile information required on budget monitoring and expenditure control
  • Verification of vouchers and committal documents in accordance with the laid down rules and procedures
  • Data capture, maintenance of primary records such as cash books, ledgers, vote books and registers
  • Production of simple management reports like imprest and expenditure returns etc.
  • Any other duty as may be assigned by the supervisor.

Qualifications & Experience:

  • Must have a Bachelor’s degree in Commerce or Business Administration (Accounting or Finance option) and passed part II of the Certified Public Accountants (CPA) Examination, or
  • Passed part III of the Certified Public Accountants (K) Examination or its approved equivalent qualification.
  • Certificate in Computer Applications.
  • Shown merit and ability as reflected in work performance and results.

14. Social Worker – 2 positions

Duties and Responsibilities:

  • Implementation of gender and disability mainstreaming in the sub county level.
  • Link the community with other agencies and county government departments.
  • Mobilize the community to participate during public participation programs.]
  • Sensitize and create awareness on uptake of enterprise funds, women empowerment and Uwezo funds.
  • Facilitate formation of community based organization and other groups.
  • Capacity building at the sub county level
  • Prepare quarterly and annual reports detailing challenge and success of various initiatives

Requirements for appointment:

  • Bachelors Degree in Sociology, Community Development, Social Work, Psychology, Anthropology or any other related field from a recognized institution.
  • Computer Literacy

15. Chief Economist

Qualifications

  • Bachelors Degree in Economics from a recognized University
  • A Masters Degree in the relevant field is an added advantage
  • Experience in quantitative and qualitative research from primary and secondary sources.
  • Proven ability to identify pertinent information and present to others.
  • Duties and Responsibilities
  • Continually update unit’s information relevant to priority sectors and the wider economy of Mombasa through relevant publications, databases and primary sources.
  • Liaise with Mombasa Invest’s Investment and Relationship Officers to monitor intelligence from investors and business community.
  • Analyze and interpret economic performance of Mombasa County.
  • Maintain knowledge of current literature, laws and regulations which impact on investment activities.
  • Regularly update information to provide content for promotional materials.
  • Providing recommendations on potential for new investment opportunities to Director and Investments Officer.
  • Present results on key opportunities and developments within Mombasa County.
  • Support Director of Investments to communicate industry developments to investors and with key government, regulatory, and service provider experts, as well as stakeholders and policy makers.

16. Chief ICT Officer

Job Description
Duties & Responsibilities:

  • Provide leadership, vision and management to the ICT unit.
  • Assess and respond to ICT needs.
  • Manage and advice the Head of department on ICT matters.
  • Implement operational policies and guidelines on the utilization of ICT resources.
  • Formulate, interpreting and implementing ICT strategies and policies.
  • Ensure that ICT automation of various sections in the unit runs efficiently and effectively.
  • Perform any other duties as may be assigned by the supervisor.

Qualifications & Experience:

  • Must have a Bachelor’s degree in Computer Science, Information Technology, BBIT or any other related degree.
  • Minimum three years experience in a busy ICT work environment.

  • Demonstrated professional ability, initiative and competence in organizing and directing work.
