- a) Requirements for appointment
For appointment to this grade, an officer must have:-
(i) A cumulative number of eighteen (18) years relevant experience from the date of admission as an Advocate of the High Court of Kenya OR practiced for not less than eighteen (18) years in any law OR served for two (2) years at the level of Deputy Director of Public Prosecutions DPP 3/JG’S’ and above or relevant and equivalent level in the wider public service or private sector;
(ii) Bachelor of Laws (LLB) degree from a recognized university;(iii) Postgraduate Diploma in Legal Studies from the Council of Legal Education;
(iv) Masters degree in Law or any other relevant Social Science from a recognized university; (v) Attended Strategic Leadership Development Programme lasting not less than Six (6)
weeks or a relevant and equivalent course from a recognized institution;
(vi) Demonstrated managerial, administrative and professional competence in work performance;
(vii) Demonstrated a thorough understanding of ODPP goals, policies and development objectives;
(viii) Exhibited a thorough understanding of national goals, policies, objectives and ability to
relate them to proper management of Prosecution Services; (ix) Be a member of a recognized professional body.

- d) Duties and Responsibilities
An officer at this level will provide overall leadership strategic direction to the departments and he/she will be responsible to the Director of Public Prosecutions for the efficient and effective management of the departments. Specifically the duties and responsibilities will entail-:
(i) Overseeing the operations of the Departments;
(ii) Providing professional and managerial leadership to the Departments;
(iii) Providing policy advise on issues relating to justice, legal and constitutional affairs, law reform, governance, rule of law and human rights;
(iv) Initiating national and legal sectoral policy reform in the ODPP;
(v) Coordinating the development and implementation of sectoral policies; (vi) Developing linkages within the Governance, Law and Justice Sector;
(vii) Reviewing country/periodic reports and ensuring compliance with the regional and international instruments;
(viii) Identifying and acting on impediments and constraints to the implementation of policies
and programmes in the sector;
(ix) Facilitating the setting up of structures and institutions for consolidating administration of justice, good governance, transparency, accountability, ethics, integrity and national values;
(x) Promoting and protecting human rights;
(xi) Facilitating the design and implementation of prioritized programmes; (xii) Setting up long-term goals for the development of the Sector;
(xiii) Preparing cabinet briefs, papers and memoranda;
(xiv) Advising Ministries/Departments on legal policy issues; (xv) Co-ordinating activities and operations of resource centre;
(xvi) Advising the departments on reforms relating to resource centre;
(xvii) Developing and implementing library, research and development policies, procedures and guidelines;
(xviii) Developing policies and guidelines for the running of the resource centre; (xix) Receiving periodic reports on the resource centre division;
(xx) Coordination and implementation of the ODPP strategic plans and realization of its objectives;
(xxi) Overseeing the preparation and implementation of the performance appraisal systems and contracts of the ODPP;
(xxii) Ensuring accountability and prudent management of the resources and assets;
(xxiii) Ensuring compliance with principles and values of good governance, human rights, transparency, accountability, ethics and integrity;
(xxiv) Deputizing the DPP in the administration and management of the affairs of the office; (xxv) Supervising the administrative work of the heads of departments;
(xxvi) Chairing the Human Resource Advisory Committee, the Budget Committee, the
Performance Contracting Committee and the Performance Management Committee; and
(xxvii) Performing other duties and responsibilities as may be assigned by the Director of

- a) Requirements for appointment
For appointment to this grade, an officer must have:-

(ii) Bachelors Degree in any of the following fields: Business Management, Public Administration, Human Resource Management or a relevant and equivalent qualification from a recognized institution;
(iii) Masters Degree in any of the following fields: Business Management, Public Administration, law, Human Resource Management, or any other equivalent qualification from a recognised institution;
(iv) Attended Strategic Leadership and development Programme lasting not less than Six (6)
weeks or a relevant and equivalent course from a recognised institution.
(v) Demonstrated a thorough understanding of ODPP goals, policies and development objectives;

- b) Duties and Responsibilities
An officer at this level will head Central Facilitation Services Department and he/she will be responsible directly to the Director of Public Prosecutions professionally and administratively to the Secretary, Public Prosecutions for the effective and efficient management of the department. Specifically the duties and responsibilities entail:-
(i) Overall supervision and management of the Central Facilitation Services Department; (ii) Providing positive administrative and managerial leadership to the Department;
(iii) Leading in designing, development and implementation of strategies, systems, plans
and policies necessary to enable the department to deliver services to the Government and the Public effectively, efficiently and fairly;
(iv) Providing effective leadership in the development of strategic alliances to promote and strengthen collaborative and symbiotic partnerships and networks between the Department and stakeholders;
(v) Ensuring effective financial management, integrity of accounting, budgeting, financial reporting and forecasting (balance sheet and cash flow) of the ODPP;
(vi) Participating in the development, implementation and review of the ODPP strategic and operational business plans;
(vii) Overseeing the management and organization of the infrastructure including offices, information technology and communication;
(viii) Participating in meetings of the Executive and, internal & external Committees to
ensure the effective and efficient management and operations of the ODPP in accordance with its values and strategic direction.
(ix) Facilitating joint meetings of the heads of the specialized functions, maintaining minutes and coordinating the implementation of resolutions;
(x) Planning, managing and developing ODPP’s financial, regulatory, legislative, administrative, human resource and information technology (IT) functions to ensure the provision of timely and accurate information.
(xi) Coordinating and supervising the preparation and submission of monthly, quarterly and annual reports relating to the mandate of the Department;
(xii) Coordinating, supervising and monitoring the training and capacity building of staff in the Department to ensure the efficient & effective operation of the Department;
(xiii) Leading in the development and implementation of mechanisms and strategies that
ensure effective response to situations requiring contingency;
(xiv) Coordinating the formulation of budgets and procurement plans for the specialized functions;
(xv) Coordinating the development and implementation of plans to ensure smooth
provision of outsourced services including the monitoring and reporting on performance of outsourced services; and
(xvi) Performing other duties and responsibilities as may be assigned by the Director of
Public Prosecutions or Secretary Public Prosecutions from time to time.

(ii) Overseeing management of assets, and registry services; (iii) Safe custody and management of records;
(iv) Overseeng transport and office management; (v) Coordinatiing activities to mitigate HIV/AIDS;
(vi) Ensuring integrity and ethical conduct within the ODPP;
(vii) Ensuring security of ODPP assets; (viii) Chairing departmental meetings;

Specifically, duties and responsibilities at this level will entail:-
(i) Overseeing the implementation and enforcement of human resource management rules, regulations, standards, procedures and guidelines;
(ii) Evaluating the effectiveness of the human resource policies, rules and regulations;
(iii) Providing advisory services on personnel requirements; recruitment, selection and placement;
(iv) Advising on human resource staff training and development;
(v) Overseeing maintenance of professional human resource management standards;
(vi) Developing human resource management plans and providing advice on succession management;
(vii) Coordinating the development and review of Career Progression Guidelines and advising on career development;
(viii) Interpretation of labour laws and other statutes that impact on the human resource in the ODPP;
(ix) Coordinating policy monitoring and evaluation;

(i) Overseeing the formulation and implementation of Human Resource Development policies, strategies and programmes;

(iv) Masters degree in any of the following disciplines: – Accounting, Finance, Business Administration, Commerce or their relevant equivalent qualification from an a recognized institution;
(v) Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and
Registration of Accountants Board (RAB);
(vi) A Certificate in computer applications from a recognized institution; and
